Under the roadmap, the NSW border will reopen on November 1, only if the state has seen 28 days without a case of community transmission. (So, that is really what the rules were before, given NSW recorded a mystery case yesterday.)
The same rules apply in Victoria. Yesterday, Victoria recorded 15 new coronavirus cases of which eight had no known source. We will probably find out how many of today's seven cases are without a known source at today's daily update.
